bulb is not working because potential difference is zero so from ohms law current is zero.

Always we talk about the potential by taking some reference it may be a ground or neutral. If there is no phase difference b/w those two 230v then the potential difference will be zero and no current will flow through filament.

The resulting potential difference can be any value between 0V to 440 V depending on the phase difference of the two sources.

its depends on phase of supply .. i mean if u give R-phase to one side of lead and other side maybe B or Y phase ,, and if u r supplying both end with same phase

If we gave 220v supply in 2wires then supply ism 415v then the both side of bulb is not working for short time and the filaments are nit work. The bulb rating is limited.
