If structure is G floor means we can us 12 mm bar but structural is more then G+ means we can't used 12 mm bar

Yes You can use to increase strength of column but in my view 12mm bar is sufficient, if column size is under 12×12 inch. So you should not waste money and an engineer says constructions should be economical.
