Can we use 16mm dia bar in place of 12mm dia bar in COLUMNS? (if given dia bar is not available on site)

Yes You can use to increase strength of column but in my view 12mm bar is sufficient, if column size is under 12×12 inch. So you should not waste money and an engineer says constructions should be economical.
