1. Basically many. Apart from using Bulk collect one can be to flag records already processed so that in the next run, not all records are processed again. If using Database 10g or higher, for Packaged functions based on Master Tables, one can choose using RESULT_CACHE. This goes without saying that all queries should be checked for the cost and plan and check for Full Table Scans or high costs.

2. You can use External Table or look into using Database Links.

9. Tortoise SVN. Used as code depository and versioning.

10. Performance tuning can span from Application (Front End) to backend (Database) to a process. In Oracle eBS, for frontend, one can take trace navigating to Help > Diagnostics > Trace >. For database (including PLSQL Packages, procedures, function one links to Concurrent Programs), one can apps initialize the session and execute the PLSQL unit after enabling TKPROF.
DB Link is a way you can link a remote database and access its object from the current database. Following is the command to create Database Link:
CREATE DATABASE LINK <DB_LINK_NAME> CONNECT TO <CUSTOM_USER> IDENTIFIED BY <CUSTOM_USER_PASSWORD> USING <REMOTE_DB_CONNECT_STRING>;
