1. Basically many. Apart from using Bulk collect one can be to flag records already processed so that in the next run, not all records are processed again. If using Database 10g or higher, for Packaged functions based on Master Tables, one can choose using RESULT_CACHE. This goes without saying that all queries should be checked for the cost and plan and check for Full Table Scans or high costs.
