There is no minimum value for BDV of a transformer oil. BDV of the oil represents the insulation level of the medium, in this case oil. More the BDV value the better. New Transformer oil has a typical BDV of 60 kV/mm.

In dc motor starter there is less voltage required for holding contactor that's may why it is called no volt coil. but in ac starter why holding contactor is called no volt coil.
