continuous current rating of 2.5 sqmm copper cable is
19Amp. This can withstand 40Amp starting current as it
remains for few seconds.

YES
It can carry 40 Amps starting current as it is only for few
second but because of the over current the wire insulation
get thermal shock (during heating and cooling)and wire
insulation life will be decrease.

can I connect step down transformer(25KvA,240V Phase to phase)to output of online UPS(15KvA,440V PHASE TO PHASE) Load connect to TRANSFORMER is 13KvA,240V PHASE TO PHASE. please brief if it is wrong
