You are mistaken my friend,
Most of the time, we use DELTA capacitor bank in parallel to
the line to improve pf.
Actually
1. Delta connection provides 3 times more reactive power(kVAR)
than star.
2. less heat loss in delta
3. less triplen harmonic in delta
force to use delta over star capacitor bank.
Allthough, there are few instances where we use ungrounded
star connection but that is very rare.
