yes. service tax is for service which they provide to you
and vat is WCT(works contract Tax)is for state,

IN CIVIL WORK CONTRACTOR IF WE HAVE NOT MAINTAINED SEPARTE
BOOKS OF ACCOUNTS FROM PURCHASE FROM MATERIAL & LABOUR
CHARGES THEY HAVE CLAIMED TAX GROSS VALUE ON 4% TAX .
