It is not possible to improve IR value as insulation can not
be injected.You can remove the water contents by heating the
coils by making full load current pass through ,using 3
phase dimmer-stat with rotor locked.

insulation resistance is measured using megger.if megger shows
meaurable value in tens or hundereds then just change the insulatin of lt motor to improve it.

With dimmer-stat (auto-transformer),it may not be possible
to get full load current in large motors .Then you have to
use strip heaters for heating the coils or DC supply (no
back emf)
