Coz of form factor value, Which is 1.1 ie. foem factor is
rms value/avg. value (.707/.637=1.1).

first reason may bcoz of form factor as mentioned by prad but not sure, but basically we do follow British standards, hence these are standards. but we do have 13.2kV/ 132kV substation in our country (Karnataka has few), so it's not the multiples of eleven!!..
