anti surge is a system to protect the compressor against surging. you should pen and close this valve according to CSV (critical surge value). a number that you wont catch it .
but kickback is a valve that work in process. you should colse and open it according the situation of process. also a kick back can work as a antisurge in emergency condition.to only more protect of compressor. but not open this valve wont make problem for compressor

Regarding , there is an air cooler which control the fans(50% of AV FANS) by temperature in outlet , and the louver of Air cooler is controlled by HIC from control system , So if on Air cooler we will consider 2 individual I/P converter or positioner?
