you must be a sysadmin or eadmin user. go to settings page
and define bug cycle. you need to give a name to bug cycle,
choose from and to bug status. example start from new
status, new to open, open to fixed, fixed to closed etc.
Once this is done, for each status code pair, you need to
assign which user group can do that change.
