Expensed items receipt Receipt is same as a normal inventory
item receipt. If you dont receive this The AP cant be debited
to suppliers.
If the PO status is "Closed", you can reopen, But if the
status is "Finanlly closed", you cant reopen.

Cancel,finally closed,in complete,frozen,in process,pre approved for these cases we cant open the purchase order
For closed po we can open

No, receiving expense item is not mandatory. PO status will
depend on match level.. if its 2 way it will get closed
straight after approval

1.Its not mandatory to receive an expenses item.
2. We can open a Closed PO. Click on "Purchase order
summary", find the PO and click on "OPEN".
