Because the line work flow is "Bill only sales order", there is no shipment attach to it. So the line gets closed after booked.

In item attribute transactable check box unchecked at that time sales order once created after you run workflow line status automatically closed

If Item ‘Stockable’ attribute is ‘uncheck’ then line status
gets automatically closed after booked the sales order.
