Dear sir plz check your transformer OLTC Technical
specification and simply i tell difference
Transformer ratio = 3.3 KV/ 33 KV
Current = 785 A / 75A
if i provided OLTC in Low voltage side means
1) What is the OLTC size
2) Quanity of the material and Size of Contact points and
other things (Copper)
3)Transitent surges Compare When fault will happen

As per standard we have to maintain stable secondary voltage means load for uninterrupted power supply. To maintain secondary voltage constant we have to change the tap to higher value when supply (Primary) voltage is low.So this is first reason.
And second reason is that always LT winding put near to the core to provide lower insulation material rather than HT winding insulation.

Major factor is insulation of winding of transformer because
at the LV side it will nearer to the core or inside section
and HV is wound at the outer section of core or upper on LV
winding side. If we put tape changer at LV it is very
difficult to get there winding at outer portion (it will
effect on maintenance or manf point of view).
Other factor is if we change voltage at LV SIDE it should be
change very little as per requirement SO we will connect
tape changer at HV side for constant or stable voltage.
