Yes, almost same power is consumed when old type regulator
is used at low & High speeds.At low speed, power is partly
consumed in the old type regulator & partly in the fan.

With electronic regulator less power is consumed at low
speed than at full speed but harmonic are produced at low
speed which is a nuisence.

type regulator .But same power consumption by using Dimmer.
