A test case can be optimized, by reviewing it whenever there is a change request and making changes to it.
In case of no changes, then test case can be optimized by verifying the coverage area of test, if not make changes so that it covers the max area in testing that functionality

If you open a bug in build -1 and that get closed in build-2 . Again the same bug a raised in build -3. Then what state will you give to that?
