The design of a footing effective depth (d) is usually based
on the punshing shear criteria. Therefore, the hight (h) of a
footing satisfies punshing (2-way) shear and one-way shear. In
this case, shear reinforcement are not required.

Some times one way shear failure is the primary failure. When the bending stresses(M/z) are high then the shear induced is also high.
I would recommend every footing design for one way as well as two way (punching) shear analysis.
