dis can b done by d use f various starters like star-delta
starters, auto-transformer starters etc..which limit the
high initial in rush of current during starting n later
during running condition the starting circuit might be isolated.

With star delta, auto transformer or rotor resistance starters
or for that matter any type of starter other than a variable frequency starter one cannot reduce the starting current to running load amps.If there is one please pls don't hesitate to share with me.

It depends on what type of load it is carrying,any way with
the use of variable frequency drives one should be able to set
the starting current to the desired level if the load
provides.
