For solaris 10

#svcadm enable telnet/ssh
#vi /etc/default/login (through console)
#console=/dev/console (comment the line )
press ESC : wq return

I think hashing out #console=/dev/console only done to give
root login access through telnet. You can login as a normal
user through telnet without doing the above.

Telnet is enabled only when u enable the option
CONSOLE=/dev/console in /etc/default/login. By default the
file is not commented .You have to comment the file
CONSOLE=/dev/console by #sign.

If your network/firewall all ok, then do any other remote
services are ok, ftp,ssh,rsh,rlogin,smtp.
If other services are ok, then the problem could be telnet
service, do restart the service.

If none of the services are not ok, then system is crunching
with resources. login with console and check how the system
performing.

Need to check the following things;

1. The mode of the System in which the Server is running.

2. Whether the telnet permission is enable or not.

3. Need to check telnet service is online or not.

4. Need to check th telnet port i.e. 23 is enable or
not /etc/services file.
