Because form factor of AC Voltage is 1.1.
FF= RMS value/Avg value.
on multiplying 1.1 with the voltage levels say 10 kv we get
11kv etc.

IT IS SAID THAT THE OLTC OPERATION SHOULD NOT BE PERFORMED WHEN THE TRANSFORMER IS GENERATION TRANSFOREMR/STEP UP MODE. WHY IS IT SO?
