why the generating / transmitting voltage is in the order of
multiples of 11(ie 11kv,22kv,33kv......)

Because form factor of AC Voltage is 1.1.
FF= RMS value/Avg value.
on multiplying 1.1 with the voltage levels say 10 kv we get
11kv etc.
