The inductance parameter of transmission line is not
affected by taking the earth into consideration,
Because Inductance is a series parameter.So it has nothing
to do with taking or excluding the earth into consideration.
However the conductance parameter of transmission line is
increased by taking the earth into consideration,because
the capacitance is a shunt parameter.
