Cansular said i don have strong ties and that if i go to the U.S i would not come back. now my question is: what can i show or say to them in order to overcome my rufusal under ties.

Previously my brother, who lives in the U.S.A, was my sponsor but this time I'm self sponsored and changed my university. I was refused UK student visa 9 years back. Thereafter, I lost my refusal letter & passport. Now I have new passport & it has no reference of previous passport. At present, I need to apply for 6 months visa to appear in an exam. But I have no idea as to how I can fill visa form providing info of earlier refusal. My toefl score was 78 but I scored very poorly in GRE in both my attempts.But the application requirement was to show toefl score only,I got an admission with an assistantship and now duirng my interview I am planning not to show my GRE score?what if the consular ask me why I havent given GRE cause it seems like mandatory for doing MS?In that case what should my answer be?
