why the flooring of substation is done with small pebbles or
stones..?

in substation foot potential is develops between to foot.
inorder to reduce this potential the pebbles are laid as
electricity always try to flow along the surface

in our sub station why we step down firstly 33kv\11kv then
11kv to 430v. can we direct step down 33v to 430.v.

yes we can do it.

But it is not feasible since
1]feeder were design on constant current (44kV/11Kv-line
from nearest substation to distribution transformer)
2]Distributor lines designs for constant voltage(11kV/440V-
line from distribution transformer to home)

It is normal practise to have less flctuation at load end.
