2)create PR/PO with item category 'K'
3)Do goods receipt with 101 k
4) Convert the stock into our own stock 411 or goods issue with 201
5)Make a payment with MRKO

Is it possible to have a release procedure without
classification for a PO?

No It is not Possible to create po without classification because for without classification we can release only in item level and we use only standard parameters only we cannot create as per our requirement.

In subcontracting process, BOM is created for a material.Though PO created for same material,BOM do not trigger in PO, why?

Check in PO you have select item category "L" or BOM date is outdated
