Answer #3 is partially right. By implying they are in the same place, it technically cannot be the EXACT same place, or they'd have crashed. For this reason you have to take into consideration the altitude the two aircrafts are flying at: the closer to the ground, the closer to the city.
However, the wind and the route are irrelevant because they would find themselves at the same distance all the same. So think with your brain, not with your books. =) Interesting degree though.

As an Aviation Technology Graduate, I can confirm that there are a number of factors which would need to be considered in order to identify the correct solution.
Firstly, the altitude of both aircraft is required.
Secondly, the wind strength and direction is required
thirdly, (and perhaps the most pedantic), the exact route to be taken is required -this is not the same for all aircraft and operators!
