Why don't we provide SURGE ARRESTORS for Transformer
feeders?

elementary my deer friend. we do not surge arrestors because if we have too many arrestors the amount of innocent people ended up in jail will increase by 100 times. Also, transformers do not need to be fed by feeders, they can get their own food.

We do fit surge arrestors to transformer feeders, often at
the transformer terminal box, the level of risk determins
if they are required

normally transformer insulation at beginner winding more
(thicker) than motor are other equipment so surge ac cure
due to the current zero is not damaging the winding so don't
want use surge arrestor

instead of surge arresters, "CONDENSER RINGS" are used.
This first turn of the HV winding is the "condenser ring".
it is connected to the HV lead( along the terminals of hv
winding).
whenever lightning or surge occurs, they are neutralized in
the condenser ring itself, without damaging the windings

What is principal to reduce earth leakage current with isolation transformer? When isolation transformer is installed in input stage of system, earth leakage current is reduced. the reason is why the leakage current of 2nd stage of isolation transformer does not affect the 1st stage's leakage current.
