neutral by definition is not an absolute zero voltage,it may have a small value of potential above or below zero.but it's average value is zero.
phase has some high potential.it's an electric conductor where large amount of current flows.

Real power = active power+ reactive power.
KW=KVA+ KVAR
In any closed circuit( single phase) nutral required because to carry reactive power to star connection.
With out neutral the circuit will not complete.
Phase means which carry some voltage to load device.
And neutral means which carry's zero voltage.
There is a voltage high voltage fluctuations occured in
Line when neutral will cut.

phase is the part of circuit which is at highest potential...a current flow occurs if phase comes in contact with a low potential circuit path or conductor.. the neutral just acts as a return path..neutral's potential is zero..for power transmission both are required...
