Generally we check for busy percentage in session log if
its source busy % or Tgt% is more then we try to do
database tunning,if its transformance % is more then go for
Informatica part. But form my side I would rather suggest
for both kind of performance

Both Informatica and Oracle tuning plays important role while you are considering overall architectural tuning.
Oracle Tuning Involves:
1) Indexes
2) Constraints
3) Triggers
4) Dimensional Modelling Involved
5) DB Load at that particular Time
Informatica Tuning Involves
1) How mappings are created
2) Cache Availability
3) Reader Writer and Transformation Threads
4) Partitioning (Major)
and many more.... each plays a significant role while you are tuning your complete system

Orcale performance is better.Because informatica is nothing
but a metadata.Informatica is there only to play with data.
Ya but at the end of the day what matters is how you design
