I think u'r question is not clear, we can test the
requirement specification not the requirements.

The Requirement specification can be tested using various
verification tecniques such as Inspections,walkthrous,Buddy
checks etc for conforming whether the req.specification is
prepared as per the requirements of client.

There is no such thing like testing requiremtns.

As a tester we do testing(also called as reviewing) only
Functional / Program requirement document.

The base document for this testing/review is SRS
