clock rate command is applied only in DCE interface not DTE
and DCE allows device for clocking and synchronising not
DTE.and DCE always connect via serial link not ethernet.so
how u will use ethwenet for clocking if it not supporting
with dce?

Clock rate is used for synchronization between sender and
receiver.for serial connections we need to specify the
clock rate as its protocol dont have the capability to sync
by itself as such in ethernet protocol.ethernet protocol
uses preamble part of the header to sync between sender and
receiver.

which we connet to the router,, bcoz the dce point of
serial cable works on clock speed.. dats why we don't

I am not sure if my answer is accurate but, I'll try.
The speed of ethernet is dependent on the media and the
NIC. Ethernet is used in LAN's where the bandwith is high
and the the transmission medium and equipment is owned. So
there is no bandwith constraint but the covergae is low.
When you need to communicate over a long distance one has
to use serial communication over WAN.
Your Router is a DTE and the ISP's a DCE, that caps the
bandwith
When you purchase a leased line or frame relay service from
an ISP. The ISP can give a speed form 64kbps onwards on the
same local loop.
Depending upon the amount of bandwith you have purchased,
the ISP will limit the bandwith by setting up a clock rate
on the DTE router.
Conclusion: Clock rate is used to specify bandwith over a
serial link.
