I am not sure if my answer is accurate but, I'll try.
The speed of ethernet is dependent on the media and the
NIC. Ethernet is used in LAN's where the bandwith is high
and the the transmission medium and equipment is owned. So
there is no bandwith constraint but the covergae is low.
When you need to communicate over a long distance one has
to use serial communication over WAN.
Your Router is a DTE and the ISP's a DCE, that caps the
bandwith
When you purchase a leased line or frame relay service from
an ISP. The ISP can give a speed form 64kbps onwards on the
same local loop.
Depending upon the amount of bandwith you have purchased,
the ISP will limit the bandwith by setting up a clock rate
on the DTE router.
Conclusion: Clock rate is used to specify bandwith over a
serial link.
