i.e ,test lead prepares test plan for his respected project.
where test strategy is common.
test strategy:each and every company has their own strategy.

I think Test planning & strategy are same thing which
explain who does the testing?,why the tests are performed?
how the tests are conducted?,when the tests are
conducted?,what need to be tested?,entry/exit
criteria,risk,future release all which are to be discussed..
