Bank is a entity where bank accounts are related to the
bank for storing account holders data....there is
internal,customer and supplier bank..various types of bank
accounts are Savings,current and bank over draft...

Generally speaking Bank is a financial institution or
company which does banking transactions.
Bank Account is an account which is having by its Customer
in its Bank.
In ERP Application.
Bank: With whom the Business Enterprise is owning a bank
account. Generally we'll maintain Bank details into Bank Master.
Bank Account: It is a natural account/real account, defined
in the Chart of Accounts and will be referred when ever the
Banking/Financial Transaction is carried in the business
i.e. payments and receipts.

WHILE BANK A/C IS RELATED WITH PERSON. SO, IT IS PERSONAL

do remember that, irrespective of which ERP we are working on or working for, where ever we refer bank account it should be represented by respective bank. here what iam trying to emphasize is that, creating and updating bank is first and it is followed by transactions

Here in Oracle When you are creating Bank no need to specify the owner, When it come's to Bank Accounts You have to Specify the Owner as Bank account. At Bank level we can't set any permissions. But when it comes to Bank account We can specify the Usage of That account like Use, Maintain Grants, Transfers.

Whereas the bank account are controlled by Cash management.
