according to me
the tester/dev should give the priority based on severity
of the bug
Severity means: is the impact of the bug on the app.
i.e seriousness of the bug interms of the functionality.
Priority means: is how soon it should get fixed
i.e importance of the bug interms of customer

Severity will be given by the tester only bcoz while
performing the testing he only assign the bug severity
accoring to the functionality
Prioty will be given by the both tester and developer

assingned by Tester too. But it is upto the developer or
the lead when the bug needs to be fixed.

functional point of view. Severity is given by Tester.
whereas, Priority is the importance of defect with respect
to the client point of view. Priority is given by Developer.
