Due to regelation. To ?round? snowballs the hands apply
pressure which lowers the freezing point. Some of the snows
turns into water which refreezes as the pressure is
released. This makes a hard outercrust of ice to bind the
snowball together. In very cold weather, the hands cannot
apply sufficient pressure to do very cold weather, the hands
cannot apply sufficient pressure to do this.
