The strength of cement are as follows:
Freshly arrived from factory-100%
after 3 months-80%
after 6 months-70%
after 1 year-60%
after 2 year-50%

It is always advisable to use the cement within 3 months.
If the above is not possible then one has to make sure that bags are stored properly to prevent loss of strength.
