Elastic and proportional limits are terms used while describing the stress-strain curve 
Elastic limit- within elastic limit stress veries directly with strain and curve follow straight line equation ( mx+c=y) .. and then after this the equation obtained is that of a curve (here also as stress  increases /decreases the strain also increases/decreases ) which is y=x^2 
Limit upto which curve follow straight line equation is proportional limit 
Elastic limit begins with proportional limit and ends where curve equation ends (consist of both straight line equation+ equation of curve)
