no its not bad otherwise this enthalpy will loss at condenser.by doing this we r increasing cycle efficiency by keeping system heat within system.

No it is not at all bad as the bleeding of steam is necessary from the stages of turbine as it ensures that the tubes of reheater does not get ruptured due to their position in the boiler at a very hot zone.
