Due to some reasons required diameter of steel is not available then we required to compensate the availability of steel at site. i,e if 25 mm 3nos to 20mm the formula is
total area of 25mm steel X nos of rods Divided by area of 20mm dia of one rod

The formula or the thumb rule for finding of no of bars with spacing .
Let the d= dia of the bar which is to be provided at the place of given bar.
D= dia of given bar in the drawings.
Spacing = d2/D2x(given spacing of bar in dwg.)
for Eg.
d=20, D=25 spacing=200
s=(400/625)x200=128
