voltage btwen earth and nuetra must be zero, then and then
only its give close path to nutral for single phase or 3
phase 4 wire system if not then its difficult to drive
equipment on such circuit.

voltage should be less than 5 volts (to avoid mal-functioning of controls) and resistance should be below 50 milli ohms.

the resistance b/w earth and neutral 1.8 kohm is accepted and in 3phase supply voltage b/w earth and neutral 3v to 20v is accepted.
