During boiler light up the working fluid contain air,
condensate etc. so before strike it into the the turbine it
has to be fully removed to avoid corrosion to the turbine
blades.

in the start up the main steam valve closed so there is no
way for wet steam or hot water to discharge except start up
vent to protect the boiler pipes till the superheat steam
consist and pressure raise to turbine the start up vent
closed and main steam valve open to turbine.
