Test strategy is prepared after test plan. In test plan we decide what to test and in test strategy we plan how to test. We mention about the risk and risk management in test strategy. Test data to input test is also part of test strategy

Test Strategy: In general the System Test Process starts with Test Initiation, in this phase the PM or Test Manager prepares the Test Strategy Document that defines the test approach to be followed by the testers who are involved in project.
