Using LOV we can implement many things, some of them are
Cascade prompt (link between the higher and lower granularity)
To create an hierarchical view in object level;
We can create custom Lov as per the requirement (using edit option in object properties).
Using Row level restriction, we can restrict the lov as per the user level access.

Its main purpose is for prompts , when we use prompts in webi reports , when the user clicks refresh button user can select Lov values from list.so that it generates a query and retrieve data from database .
