As there are multiple ways to assign business roles to a
user, via the organization model is just one of three, this
is quite clear. For example you can base business role
assignment on PFCG role assignment. (Which in my opinion is
the way to go...).
Depending on your authorization concept you often have a
basic role that is assigned to every user. Depending on
their tasks the users get different roles.
For example :
You got an agent and a manager. Both got the same basic
role. The agent is only allowed to see search link in the
WebClient. The manager can see search, create and report
links. This can be realized using one business role, but
two separate pfcg roles.
If PFCG roles were assigned according to the business role,
you would have to build two business roles.

Both Business role and PFCG role works almost same. but
Compared to PFCG role BUsiness role is much comprehensive.
So in most of the scenarios we do give same business role
to same level and give specific authorisation at PFCG role
level.
Ex: I have two Sales managers from two regions. Here i
create One business role "Zsalesmgr" and assign to them. By
that both can login and create sales orders and all the
actions same.
But I don't want the sales manager from one region
should access the another region data. Here i create PFCG
role specific to the salmgr o fparticular role and assign
them to their users. BY that both can work with same
authorisations but at their respective locations.
