you can achieve this by designing mutli layout in the rtf file by using If condition you can choose the layout which you want to display. in order to show the text in arabic you need to design them in rtf from left to right gropping, regarding data also you need to show them in multi languge then you need to first track the data in _tl tables then you can use refer them in your layout.
