In your value prompt add the static chioce as 'All'
and in filter put the expression as....

(column in (?Parameter1?)) or (?Parameter1?='All')

drag value prompt on tool box select parameter 1 finish
use value ename from emp, finish then run the report
value prompt display all enames ,u have one emp ename that
data will be displayed...........
