In a transformer, the copper losses depend on current and the iron losses depend on voltage. Thus, the total losses depend on volt ampere and not on the phase angle i.e. independent of load pf. Hence rating in kVA and not kW.

B'coz load on the trasformer is not decided at the time of
manufacturing.it may be inductive,capacitive or resistive
so p.f. varies accordingly that is why transformer unit is
in KVA.
